One of the principal suspects in the kidnap-slay of Filipino-Chinese steel magnate Anson Que and his driver was arrested in a police operation at a resort in Boracay island over the weekend, the Philippine National Police (PNP) said on Monday.
In a press briefing at Camp Crame, PNP Spokesperson PBGEN. Jean Fajardo said Wenli Gong alias Kelly Tan Lim was with a certain Wu Japing, who helped her hide, when they were arrested on Saturday afternoon.
PNP’s Joint Anti-Kidnapping Committee (JAKAC) chief, PLTGEN. Edgar Alan Okubo, said the operation was a result of the intelligence-gathering and surveillance after Gong’s name came out as the primary suspect in the killing of Que and his driver, Armanie Pabillo, “Under custody na po natin si Kelly na alam po natin na malaki ang naging papel sa naging pagkidnap at eventually pagpatay kay Anson Que at ginoong Armanie Pabillo.”
“Naniniwala tayo na maraming information. Sa ngayon ay hindi nagsasalita si Kelly, and we already sought the assistance po ng ating foreign counterparts from the Chinese Embassy to help ferret out the truth,” she added.
Fajardo said police operatives recovered a full-head mask, which is believed to have been used to conceal Gong’s identity as they tried to elude the arrest, “Lumalabas na hairdresser itong si Jang Ping na allegedly na siya ang tumulong kay Kelly.”
Gong has a P10-million bounty on her head over her alleged involvement in Que’s case.
“Considered solved na po itong kaso, considering the majority, if not all, the main players were taken into custody and criminal cases were already filed before the DOJ (Department of Justice). Hindi po closed because ongoing pa po ang pagti trace natin with respect sa ransom money dahil ang objective natin ay mabawi itong napakalaking pera na ibinayad ng family,” Fajardo said.
Gong, according to David Tan Liao, who was identified as the mastermind of the incident, was used as bait to entice the primary victim, Que, to visit a residential house where victims were allegedly killed on April 8, a day before their bodies were found in a side street in Rodriguez, Rizal.
She also allegedly negotiated with Que’s family for the ransom payout and was responsible for converting the money to cryptocurrency.
Gong reportedly “orchestrated the transfer of the ransom money from one e-wallet to another before the money was converted to cryptocurrency.”
The PNP earlier said the money was transferred through two junket operators in the country.
Que’s family reportedly paid P200 million ransoms in cryptocurrency in multiple tranches.
Fajardo said that of the total ransom money, $205,000 (P11.4 million) has already been frozen through the efforts of the Anti-Kidnapping Group and the Anti-Money Laundering Council.
Tan Liao, along with two Filipino suspects, Richardo Austria David and Raymart Catequista, are now under police custody. The other primary suspect, identified as Jonin Lin, remains at large.

2025.5.20 PDEA destroys P5.32-B illegal drugs in Cavite
On Tuesday, May 20, the Philippine Drug Enforcement Agency (PDEA) destroyed P5.32 billion worth of dangerous drugs and controlled precursors and essential chemicals (CPECs) in Cavite province.
In a statement, PDEA said these include 2,227.7584 kilograms of solid illegal drug substances and 3,447.0920 milliliters (ml) of liquid narcotics destroyed through thermal decomposition or thermolysis at the facility of Integrated Waste Management Inc. in Barangay Aguado, Trece Martires City.
These substances are broken down into 738.2005 kg. of shabu; 1,478.4915 kg. of marijuana; 4.8668 kg. of ecstasy; 39.2168 grams of cocaine; 2.2116 grams of toluene; 6.1516 grams of ketamine; 5.5100 grams of phenacetin; 1.0400 gram of LSD (lysergic acid diethylamide); 2,000 ml. of liquid cocaine; 49.0420 ml. of liquid meth; 1,398.05 ml. of liquid marijuana; and assorted surrendered expired medicines.
PDEA Director General Undersecretary Isagani Nerez said, “These are pieces of drug evidence confiscated during anti-drug operations by PDEA and other counterpart law enforcement agencies, including those turned over by authorities that were recently ordered by the court to be destroyed. Stacked inside a chamber, the dangerous drugs were burned beyond recovery.”
This is the first destruction conducted since Nerez assumed PDEA director general over three months ago in line with President Ferdinand R. Marcos Jr.’s directive to pursue a relentless campaign against the drug trade.
Among the dangerous drugs destroyed were the 404.9515 kilograms of shabu that were seized by combined operatives of PDEA, National Bureau of Investigation (NBI), and the Bureau of Customs (BOC) during an interdiction operation at the Port of Manila on Jan. 23 this year.
Nerez commended the efforts of the different branches of Regional Trial Courts (RTCs) for the expeditious prosecution and disposition of drug cases, which paved the way for the expeditious destruction of these illegal drugs.
Nerez said the destruction process dispels any misgivings that seized drug evidence is being recycled, “PDEA promotes transparency where its actions are open to the Filipino people as advocated under the “Bagong Pilipinas” program led by His Excellency President Ferdinand R. Marcos Jr. The public deserves nothing less than our utmost diligence and integrity.”.
The ceremony was witnessed by Dangerous Drugs Board chairman, Secretary Oscar Valenzuela, other officials and representatives of the Philippine National Police, Department of Justice, and Department of the Interior and Local Government, other government law enforcement agencies, non-government organizations and media partners.

Bukod dito ay mahaharap din sila sa kasong paglabag sa Anti-Money Laundering Law at immigration proceedings .
Ayon sa BI, kabilang sa mga naarestong banyaga ay pitong Chinese, isang Indonesian at isang Kazakhstani national.
Aniya, mahigpit na ipinagbabawal sa immigration law ng bansa ang anumang mga aktibidad ng foreign national na maaaring maging banta sa security ng bansa.
Dahil dito nailagay na ang mga ito sa blacklist upang hindi na makapasok pang muli sa bansa.

Ayon sa mga ulat, nabokya sa E-bingo ang lalaki na mismong motibo ng krimen.
Lumalabas sa imbestigasyon na naunang atakihin ng suspek ang security guard ng pasugalan matapos niya itong pagsasaksakin. Matapos nito, dinekwat ng suspek ang baril sa sekyu at saka binaril ang cashier ng naturang pasugalan.
Nilimas ng suspek ang lahat ng pera sa mula sa cashier at saka tumakas sa crime scene.
Sa panayam ng media sa mga awtoridad, regular na customer na raw ang suspek sa naturang pasugalan. Wala namang naiulat na nasawi sa aksidente at kasalukuyan ng nagpapagaling sa ospital ang dalawang biktima. Nasa kustodiya na rin ng pulisya ang suspek na nahaharap sa kasong frustrated murder at robbery.
2025.5.12 Higit P197 milyong shabu nasabat sa 2 bigtime ‘tulak’
MANILA, Philippines — Arestado sa mga tauhan ng Philippine Drug Enforcement Agency (PDEA) at Southern Police District (SPD) ang dalawang bigtime ‘tulak’ matapos na makuhanan ng higit P197 milyong halaga ng shabu sa isinagawang buy-bust operation kamakalawa ng gabi sa Parañaque City nitong Sabado ng hapon.
Batay sa report, alas-5 ng hapon nitong Sabado (May 10) nang isagawa ang operasyon sa loob ng isang eksklusibong subdivision sa Parañaque City at nagresulta sa pagkakahuli sa mga suspek na sina “Jalil”, 44, at “Gracia”, 36, kapwa residente ng Cebu City.
Ayon sa mga awtoridad nahirapan silang magsagawa ng surveillance at validation dahil sa mahigpit na security ng subdivision.
Subalit sa pagpupursige ng mga awtoridad, nagawa pa ring makipagtransaksiyon sa mga suspek kung saan ang mga shabu ay inilagay sa 29 na aluminum foil packs na may label na “Freeze-dried Durian” na may Chinese character.
Dito ay agad na pinosasan ng mga operatiba ang mga suspek at binasahan ng Miranda Rights.
Aabot sa 29 kilo ang kabuuang timbang ng mga nasabat na droga, na may street value na P197,200,000.
Nahaharap ang dalawa sa paglabag sa Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
TAWI-TAWI, Philippines—Bureau of Immigration (BI) Commissioner Joel Anthony Viado expressed alarm over receiving reports of another attempt of blacklisted foreign nationals attempting to depart illegally via an illegal migration corridor, or what is more commonly known as backdoor, on board a boat in Tawi-Tawi.
The arrest is in line with President Ferdinand ‘Bong Bong’ Marcos Jr.’s drive to ensure border management and security in the country.
Viado said that BI intelligence operatives arrested on Friday two Chinese nationals identified as Li Yu, 27 and Liu Fei, 35 after they were accosted by Maritime Police Station of Tawi-Tawi.
Maritime Police reportedly conducted regular foot patrol operation along the waters of Poblacion in Bongao, Tawi-Tawi, together with the 1st Special Operations Unit – Philippine National Police (PNP) Criminal Investigation Detection Group (CIDG) Provincial Field Unit, Marines Battalion Landing Team 4, 2nd MCIC and Municipal Inter-Agency Committee Against Trafficking (MIACAT) Bongao.
During their monitoring, the team found the two Chinese men on board a ship which arrived from Zamboanga City. They identified themselves using photos of their passport and said that they live in Parañaque.
The monitoring team coordinated with BI operatives to verify the identities, and it was confirmed that the duo’s name appears in the BI’s blacklist after they have been tagged in 2023 as undocumented and undesirable aliens for working for an establishment involved in prostitution and labor exploitation.
Both have also been identified by the Chinese government as fugitives as they face cases in China for financial fraud.
Investigations reveal that both Li and Liu travelled to Zamboanga then to Tawi-Tawi, where they intended to board a boat to Sabah.
They will be transferred to the BI’s facility in Taguig where they will remain until their deportation.
MAKATI CITY, Philippines — In line with President Ferdinand Marcos Jr.’s directive to intensify the crackdown on foreign fugitives and criminal elements, the Bureau of Immigration (BI) announced the arrest of a Chinese national wanted in Beijing for operating an illegal online gambling operation.
Immigration Commissioner Joel Anthony Viado identified the suspect as 32-year-old Li Wen Jie, who was apprehended last April 28 at his residence along Gen. V. Lucban Street, Barangay Bangkal, Makati City.
The arrest was carried out by operatives from the BI’s Fugitive Search Unit (FSU) after receiving information about Li’s crimes from the Chinese government.
Li had overstayed in the Philippines for nearly two years, having entered the country on May 6, 2023, without leaving since.
“We are committed to ridding the country of foreign nationals who use the Philippines as a safe haven to escape prosecution,” said Viado. “This operation is part of our firm support for President Marcos’ efforts to maintain law and order by removing from our soil undesirable aliens who pose a threat to public safety.”
According to FSU acting Rendel Ryan Sy, Li is the subject of an arrest warrant issued by the Longmatan District Branch of the Municipal Public Security Bureau in Luzhou, Sichuan Province.
Li allegedly operated a gambling house through the online app “Qikaidesheng,” employing numerous agents and reportedly earning over 1.1 million yuan, or approximately USD 154,000, in commissions.
He is currently detained at the BI’s facility in Camp Bagong Diwa, Taguig City, pending summary deportation proceedings. Once deported, he will be included in the BI’s blacklist and permanently barred from returning to the Philippines.

Samantala, kinilala naman ng mga awtoridad ang suspek at mismong padre de pamilya ng mga biktima na nasa kustodiya na ng mga awtoridad matapos silang magkasa ng hot pursuit operation.
Selos umano ang hinihinalang motibo sa krimen.
